Yeah really. "In our development plans" is company speak for don't expect it. Just like "its in production" is company speak for don't expect it anytime soon. In development literally could mean its just written on a wall of "What we'd like to do". Remember HT's 1:6 Alien Queen is still "in our development plans" just like LOTR figures were in development plans before they finally killed the line. If the timing isn't good for Iron Man 2 what makes you think that they'll release it later on? :lol I wouldn't hold my breath.
Yeah... Really.

i wonder how this thing would measure up in terms of overall size and height when its put side by side next to the powerloader?

Hicks was $120 back then, which was around the same time. I would guess these days Hicks would be between $160-200 depending on that license cost (and using the Noland Predators fig as reference). Hot Toys really hasn't jacked up that much price wise given the economy and just normal inflation. It's pretty impressive actually, especially given how much their overall quality has improved.

So I'd guess $335-360 for the Powerloader these days. So maybe Monger will be about that?

Well there will be a major backlash if they pull the figure after showing it at Comic-Con and the Asian-Cons. This will be released, just a matter of when.
