The wheels of justice (if they turn at all) turn very slowly. And, like Neil said, it's almost always weighed for the criminal and against the victim(s). That's why I don't begrudge anyone who refuses to sit idly by, "play" the victim and just watch people get away with their crap.
HOWEVER, that said, I would stop well short of condoning any type of "vigilante justice". If Neil wants to go rough the guy up or whatever then that would clearly be out of line. But it doesn't sound like that's his intention. He simply wants to introduce himself to the perp and let him know that he's aware of what he did and that it's not cool.
Yes, let the cops do their thing... but I see nothing wrong with going up to someone who just violated your home and stole some of your personal property that he is a P.O.S. and should do the right thing.
Sure, the guy might escalate things, but that's on him and as long as Neil doesn't do anything wrong or illegal he's not responsible for what this ******* does in response. And I'm sure Neil can be prepared or willing to deal with whatever might happen and live with the consequences.
