I believe Toys2 orders based on Demand. They arranged for like 100 of Hot Toys Two-Face and still have a fair number available as the item is now shipping from them, so to not get bit on the ass buying figures no one takes, they've arrange to order 60 of each Predator character to start and will see how well that sells, or maybe HT gave them a limit. Once the 60 are gone, they may arrange for another allotment from HT, this could be from a second wave of production or the first, hard to say until you see the release date posted.

Oh I have no doubt but a "second" wave usually means a month after the first wave is released. I still find it odd that his (Toys2) first wave was of only 60 figures

Despite the popularity of Predator, with the global economy issues, many companies are cracking down on inventory buys and only taking what they can sell, Toys2 probably wants to avoid a Two-Face and Batpod scenario by buying smaller batches at a time.
