It isn't Solidus. Even if he was in this, he would be a child still and this takes place not long after Peace Walker. But we don't even know Solidus's birthdate but it was after Snake and Liquid which was 72'.

Solidus was more interesting than Liquid in terms of goals and history. I still like Liquid though, don't get me wrong.
