As much as people like to hate on Rose Hill Stark it actually sold for outrageous prices and was a desirable figure for many HT IM fans. But Angelica was actually given away for FREE by Sideshow along with other orders as a gift. That's how hated that figure was.

My choice is Angelica head and shoulders above all other choices. Noland comes in second.

I'd go with Tonto. Seems like a figure most people, even Depp fans didn't really want. The film was incredibly forgettable and to make things worse the title character wasn't even made to go with the sidekick. At least with Angelica she could be displayed with Sparrow or whatever.

I actually like the Tonto figure but not really 'as Tonto' but more as a rather good representation of a native american the costume is accurate the face paint, crow etc are also taken from actual historical pictures and I use him in my 'Warriors through the ages' type display.

So my vote would go to the Rose Hill Tony Stark and the soft porn Alien Girl

I'm clearly in the minority but I actually like Noland (I like the actor, his accessories,and his look plus got it for ~$90 shipped, that helped), Tonto (don't own him but it's still cool as a standalone) and Mime (own him, like the look - how many assassin Mimes can you name? ) but I can definitely vote for cowboy Stark (get a village people vibe) , Alien Girl (those creepy Easterners and their anime) and that stupid Samurai Predator thingie (wtf!)
