I don't think you are reading too much. If you are reading this as very encouraging news, then I think you are right on point.
The theme from them in the past has always been, "humans dont sell, so we arent interested in chasing".
Now that narrative seems to be, "We are definitely interested, we just need to keep chasing and see who comes on board".
That is progress I'll take any day.
Absolutely....if there are a bunch of characters in a movie but only one or two are released as figures, I would bet that some people are hesitant to buy thinking there are never going to be more characters to get a good collection. Unfortunately, the manufacturer may take this to mean the figures aren't popular then do not release more. Whereas, if everyone knew there were going to be more characters down the road, more would bite the bullet and start the collection. Hard to do though in the world of licensing, especially on the Alien franchise and how likeness rights were set up, and there isn't a guarantee the manufacturer can make more of them.

I also think that with the xenos theres only so much they can do, so dipping back into the humans in the line is a good way to break up the monotony of alien after alien and also keep a few surprises here and there. You are starting to see this with the fans of their Predator line now too - some are getting sick of just getting the Predator mould time after time and are now kind of wanting NECA to put more pressure on the actors from especially the first movie to cough up their likeness rights so they can get more humans in the mix.
What I wouldn't do for a Harrigan figure. Like you, I always assumed it's because NECA feels it would 'peg warm' more than a likeness issue, but then I don't know anything from Glovers' side. It does seem strange. Maybe working with Stephen Hopkins really was that terrible...
Dont remember his character name in the movie but Bill Paxton would be an easy sell, if it is a straight faced sculpt. ( IE buy an extra for aliens Hudson custom ), atleast for me it would be.If they do a Harrigan, hope it's when he has all his guns and equipment towards the end of the film
