HT are masters of breaktrough in materials. i've never even seen a rubber rotting before they showed it's possible.
 
I think the pic just shows the dome off. It's also probably a prototype or master so the plastic of the parts could be mismatched for that one.

Yeah, that's pretty common at the midway stage of production. Check out this "Blue Beetle" test-shot, for example:

it's clear what's with the color. it's unclear why?

Probably just the color plastic granules they had in the hopper to be melted down and injected into that specific mold/part of the mold. If they were going to have the part painted completely then they would just use any color, but if the part needs to be a solid or special color like all black or flesh tone then they would dedicate that specific color plastic to a mold at all times instead of using what is readily available at-hand. Maybe it's cheaper to coat any color plastic in black paint and then add the other paint details then dedicate only black plastic materials for a specific mold and then paint the details over that. It might depend on the factory they use or something and there is no rhyme or reason as to why they do it.

In theory it should work because aside from the clear or translucent plastics, I think most of the plastic used in the production of the main parts (not like the rubber overlays and that stuff) is the same strength regardless of color. In practice though, when the paint chips the color underneath is revealed. Of the 3 Reeve Superman figures I have, all three have some paint chipping somewhere, and 2 use a white color under the head paint, and one has the red plastic.

Also, in the cases of the test-shots and prototypes, aside from using the plastic on-hand to mold it, they will sometimes use a specific color as certain colors show a defect in the figure parts better so they will know if they have to adjust something. It's possible they had issues with the shoulder area and wanted to cast it in a brighter color so an issue would be more visible compared to black plastic. Or they just had red plastic next up when it was time for the part to be cast.
 
I'm trying to make a few custom Marines from the NECA Aliens line, does anybody have a good idea of a head sculpt to use for Crowe, Dietrich or Wierzbowski? I'm hoping to find something close likeness wise but also the skin tone too since I can't paint myself unless it's the armor - lol.

For Crowe I ran across the Divergent Four figure. Maybe a bit young looking and the hair and eyebrows would probably need to be lightened. Also, not sure that the head can actually be removed so...

Or, the Clash of the Titans Perseus figure might make a good Crowe or a cool generic marine.

It can also be had for a fairly cheap price.

This is a great shout, do you know if the heads swap easily? I'm a newb at customs and I need to start with something easy!

The Perseus head should be pretty easy. The ball socket may not be the same size, so it may be too tight or loose, however it should just pop right off and sit neatly on the marine body.

Altering "four" will be much more involved. You will have to cut the neck off and carve your own concave socket area into the head. Dremel and drill work willl be necessary.

Yeah, what bigbisont said. Also, just be aware, I believe that there are two versions of the Perseus figure. A clean version and a dirty version so make sure you get the one that you want depending on what look you want your marine to have. Pre drop or post drop...
