I was thinking that too, although he still looks long-waisted if you look from the belt to the boots. Anyway, if it is, at least we know the solution.
Maybe you could remove the extenders from Jack and put them on Elizabeth, and solve all height issues.
Well, actually, I have to take back my initial comment, I don't think Jack's modified because my Jack pants are baggy cuz I tucked them into the boots. Screen accurrate isn't that way but on the figure it looks odd leaving them out so I don't do it.
That said, I think Chase did add the extenders to Elizabeth after taking them off Jack, he had to use glue and tape though, they don't exchange like Medi extensions so once you take them off, that's it, which is why I've been hesitant to take the plunge, I get weary doing permanent things, but with 2 Jacks, I'll do one and worse case use the one intact if I don't like it.
As for Elizabeth, yes extensions will add height, but it's more than just a height issue. Will and Elizabeth are very close in their overall body mass because Orlando is a pretty slender guy, he's in shape but not buff. Really, the female body needs to be scaled alltogether closer to the male, not just heightened, otherwise I'd probably try some mods to heighten her.
Here's a great shot that shows everyone relative to each other, surprisingly, off the film cameras, Barbossa isn't much bigger than Sparrow or Turner either.
And to show what I mean about Elizabeth's whole body being out of proportion, look at this shot, her leg fits just about the same as Will's would, but if you have Will and Elizabeth in hand, you know looking at his boot, no way her leg would fit so nicely into it.
