Heroin was huge in Maine, but no meth until the past 10 years or so.

Lewiston was actually the Eureka, CA of the east coast in the 70's, but it didn't have a smack problem in the 90's. Every other major city in the state did. Lewiston was partial to crack, and still is.

I really don't consider caffeine a drug. Same with the others. Alcohol has the potential, but it's not cut and dried the way opiates and amphetamines are.

Victim was homeless. May have been impaired himself. I have no idea how he is going to pay his medical bills...much less any plastic surgery. Black fella did the eating.
