No one was ever in charge of Vader. He answered to the Emperor & the Emperor alone. And everyone in the empire new it. That is why he was feared even by all the Mof's, Admirals and everyone else in the empire. He was un-predictable. As far as obeying Tarkin, you have to remember he had a bond and respect/friendship with Tarkin going back to when he was Anakin (during the Clone Wars as shown in the animated series). Tarkin is the only person who suspected Anakin was vader, but never confronted him or the Emperor with that question.

If we think about it in terms of Game of Thrones, Vader is the Emperor's Hand. The Hand takes all kinds of crap from everyone. It is the toilet seat of royal appointments.
We were JUST talkin' about how even the OT Vader wasn't a good villain when you count ESB and RotJ.To think that the prequel Anakin is really the Darth Vader in the OT changes everything about the Darth Vader in the OT and now he does not come across as a great villain but a whiny brat that anyone could push around on the playground. This does not help his image for the upcoming Rogue One movie either, LOL.

I watched ROTS last night because I could not get to sleep. I really tried to watch it with an open mind especially with Rogue One coming out.
The special effects do not hold up at all and everything, and I mean everything in every scene looked horrible with all the CGI effects.
The actors were just reciting their lines and looked bored. The story of Anakin's fall to the dark side made no sense whatsoever. "She died of a broken heart!" LOL.

Listen to the way Leia and all the other Imperial officers talk down to Vader. They think he's a punk ass *****. Leia's comment about him being on Tarkin's leash says it all. That's what I kind of like about Vader in ANH, he's not really that special. He's like an SS officer or gestapo enforcer that is used to get stuff done for the Empire. He does the dirty work but just happens to believe in magic/religion like Red Skull. Vader is basically a more stoic, non-cowardly version of Toht from Raiders of the Lost Ark.
If he were a high ranking official, he wouldn't be leading the grunts looking for rebel plans or having Tarkin scold him or getting lip from other officers or having to go out and fight in a space battle to defend the Death Star. Originally, Vader wasn't the "chosen one" that fathered the hero, he was just an armored bad ass dude that had a conviction for the Force and the Empire that got **** done. He wasn't Luke or Leia's dad, he probably did kill Luke's father and betray the Jedi originally. There's a sassy, narcissistic hubris to Vader in ANH that isn't present in the other movies.
I could definitely see Stormtroopers and officers talking crap behind his back.
As soon as you find out that Vader is really Luke's dad in ROTJ (as well as Leia's) as this chubby, pasty marshmallow man with fluffy eyebrows, he turns out to be one of the lamest characters of all. He's much cooler as this guy that's trying to rise through the ranks through sheer power and biding his time instead of being the Emperor's little ***** that betrayed his friends and is willing to die so that his son can be his masters new pet toy.
