I think that's probably what bugs me the most about Tom B. and why I really have no use for the character. He had to know what was going to happen to middle-earth and it's peoples should Sauron gain possession of the ring, yet was more than willing to 'sit this one out'. It just made no sense to me that someone who supposedly loved middle-earth so much, was so willing to do nothing while everything he supposedly loved was facing total destruction....esp. since he was the one guy who could ensure that wouldn't happen
I read that as a comment about the perils of passivism.
It never occurred to me until now, but that comment is made in the film through the Ents. The Ents' deciding at the Entmoot to not go to Isengard always bugged me, but I now have a way to reconcile it to the book. Merry gives the speech about how they are part of this world and need to do their part. Similar things could have been said to Tom B.
