They won't license him at all.

Unless they change their own policies, because according to their own rules they don't give out therapeutic exemptions to fighters who've previously tested positive for banned substances i.e. Belfort back in 2006. So the only way he'll get a license is if he passes (probably a few) random drug tests similar to what Overeem had to go through.
