I don't get that... It is 21 inch tall with the base... Is it really 1:4???

Their sizes are sometimes off. For example take the Gambit statue. Its listed as 20" tall, but the Gambit PF seems very tall in person. If you compare the size of the "apple" pics (for scale reference), they both appear to be more or less the same size.

No. When he was introduced it was without a cape. He was just a big hunk of metal. There have been many versions of him since then.
