Those are just some of the Utapau citizens being detained by the clones. Explained in the book, but not in the film itself... During Order 66 on all of the planets where the clones suddenly turned on and killed the Jedi they were also ordered to take the planet's indigenous residents as POWs. Part of Palpatine's New World Order.

This fella is listed as an 'Airborne Trooper' in the Hasbro line of action-figures.

I hope Sideshow would make this one to go with the Utapau Clone trooper.

It was. After losing his head at Mordor he got a new gig.

It was weird how recognizeable he was even with makeup. I instantly spotted him in the theater and said "Gyro-Captain!".

And yes, the Airborne trooper would be pretty slick
