HT hasn't been at any celebrations in the past. Sideshow has a big booth, but there have never been any HT reveals, just whatever has already been announced.
I'm also still hoping HT reveals her Imperial Disguise version at the con.
Last year they revealed Resistance Rey on the first day of Celebration.Except for Spacetrooper. They haven't had the license that long either.

Cassian's starting to feel like something from the custom section. He just doesn't feel like he'd be anywhere near popular enough to do as a regular HT release, especially with the heat of RO now over. He was fine, but a bit meh in the final analysis for me.
Krennic is possibly also in the same boat for most people, but he's an imperial that has a holstered gun, cape and a distinctive white uniform (unlike most OT imperial officers) so he kind of works as a standalone villain. Importantly for HT, he needs two death troopers beside him on display.
Tarkin is hard to say - he was the biggest surprise of RO, so HT probably had no way of knowing he would be so prominent. Had they known, they might have done him, and had TLJ not been only 12 months later, they might have scrambled to get him into development, but my guess is probably not.
Sad really - the best opportunity for a Tarkin comes... and goes.
I agree with this almost entirely, but I would add that Tarkin's prominent role in ANH in addition to RO should be enough to get hot toys off their arses.
And in the case of Krennic, in addition to the beyond cool white uniform he also had his own distinct squad of mean looking killers. Not to mention that he was the driving force behind the creation of the death star, the planet destroying sphere that in large part drives the plot of the entire OT. I rest my case.
