I'm thinking historical figures would be the easiest and cheapest to do from a "rights to their likeness/ease of obtainment" argument. Composers, writers, artists, non-military world leaders--none of these have really crossed over to the 1/6 scale--outside of many U.S. Presidents, war generals, and a few dictators. I'm thinking everyone that was in Bill and Ted's phone booth is fair game. Could be cool...could save me some bread.
Sports stars would be interesting--again rather untapped in the 1/6 scale, but like Michael said, they would hafta be rather dynamic and iconic. I'm picturing, I dunno, Willie Stargell in that late 70's Pirates uniform or Pele or Muhammad Ali. Football would be done really well by Hot Toys b/c the uniforms are pretty complex, but again they'd hafta be really well known b/c they'd be wearing a helmet most of the time. I wouldn't mind a decent 1/6 Bradshaw or Franco Harris if they were done right.
