You have to remember according to Comic Book canon, Spidey has amazing balance already but after The Other storyline what was found out is that after his "rebirth" his Spider-Sense could be fooled, Tony Stark even created a pulse that would vibrate out of the Extremis suit that would give red herrings to Spidey and completely divert his attention. With the Waldoes Spider-Man has complete 360 degree protection with the two upper arms scanning to the sides and below and the back arm looking above and behind all displaying the images to Spidey via the lenses in his mask. It was a secondary protection measure. So they served more purpose than just balancing when needed, they didn't have a frontal lens because he was aware of what was in front of him but when the clones took the suits as the Scarlet Spider team since they did not have a visible abilities other than was already portrayed the additional leg provided that other step of attention.
It should be noted that Spider-Man in this suit was often drawn with the fourth leg but the introduction was with only three and I believe in Civil War he only had three throughout that crossover but the busts that supported it at times had four.
Hmm, good point. I guess in terms of Spider-man, three was probably good enough.
