The "Doctor" uses the nano-mites to cover Destro's face, creating the silver mask. When Destro flips out on him, ol' Rex pulls out...an f-ing PDA and uses it to make the mask shock him. He tells Destro to call him "Commander" and their new organization will be called COBRA. He pushes another button on that damn PDA, and the panels with the M.A.R.S. logo on their sub flips over to reveal the Cobra logo

Good lord, that's the ending to a crappy cartoon!!!! What a ^^^^ing waste!!!

But I know that's just a coincidence. I'm pretty sure they've flat out stated at some point that they just stole some ideas from Robocop and Iron Man to come up with the idea.
