I think they can make both regular and "banshee riding" versions in one figure. They'll just have to include an extra head for Jack and some more accessories for both figures.
IMO it's the best way to go.
As for the "final battle" versions, they'll have to do new figures because of the war paints on the bodies.
PS: I really hope Hot Toys will be able to make those figures with full hidden joints. As thrilled as I am to see what they can do and buy what they'll produce under the Avatar license, visible joints can be a reason for me to pass on these.
