Obviously, the custom sample is made on the cheap because HT doesn't want to put the full effort into something they're not making money on. Why give customs a full production Luke, when customs is just going to man-handle it, drop it on the floor, or otherwise damage it. It's not like the materials used really have to be used in the same way - paint is paint, plastic is plastic - customs doesn't care how much or how little is slopped on.
Hell, HT probably had an apprentice level painter (read: five year old) paint that one to learn the ropes. While the production version gets painted by a journeyman painter (read: seven year old)

Got to be a proto -- look at that terrible stitching. Looks rushed, perhaps a figure for fabric testing for color and the way it hangs.
