He could be a private retailer. Maybe he bought other GA Caps on ebay and is selling them. Look at his location and feedback

I never trust eBay sellers that sell limited items in quantity. Rather pay a little more after it is released if it is indeed legit.

Yeah, buying normal stock products I buy all the time off ebay.

Its really shady when it comes to anything limited and I stay away from ebay unless im desperate
