So why does he require a thugs fear what’s wrong with his own.

If Parademons were attracted to fear wouldn’t they just be attacking the city already since it’s full of fear every second of the day everywhere, why just a single thug on a roof top.

Which they were. They mention this they just dont show it.
They mention that the parademons are all over the place. ( something about multiple attacks)

That doesn't work for me because the scene was presented as him being surprised by the arrival of the creature.

Believe me had the writers originally intended that scene to be of him "cat and mousing" a thug to catch a parademon they would've literally had Batman say that to the audience in a number of ways like explaining it to Alfred or saying it to himself or having it pop up on a computer as a mission objective.

No way would've they allowed the audience to figure that out on their own they would've absolutely telegraphed his intentions.

So no that doesn't work but good try anyways lol.
