You'd need two sets for each Doctor, a comparable body (a BC one) and additional bits, a base, etc.
Having given this some serious thought, BC really should go full figure release. Better fr all concerned, unless, you intend to have one Doctor varient on your shelf at any given time! Looking at my Bats shelf, there are four versions of the Batman and a Bruce Wayne (and a second Wayne in progress). I'd have no problem with multiple 11s on the shelf.

I posted a breakdown a while ago, unfortunately I deleted every post concerning this subject as it led to trouble back then...
I came to the following conclusions:
- a variant made out of expansion packs would cost just as much if not more than a full figure if it was being offered
- you'd have to pay for clothing and extras that you don't want, selling this stuff would be difficult imo
- you'd either have an incomplete or inaccurate figure on your shelf for a while as not everything you need to make an accurate variant would be released at the same time
-whilst trying to make several variants there would always be some part missing to complete a certain figure, forcing you to buy even more packs
- even if people sell these parts separately on ebay, you'd have to get them from different sellers, too much hassle
- from what I've seen, most collectors would use these packs to make full figures instead of using them as an extension for one figure
- people that want a certain version of a certain character will buy it anyway and those who don't wouldn't buy the expansion packs either. Nobody would buy just one pack without the others needed to have a complete figure with an accurate outfit as seen on the show. Also I think more people might be put off by the hassle these packs mean rather than the price of a figure.
I prefer having multiple versions of my favourite characters instead of re-dressing one figure all the time.
