Having him tag along as an ally of sorts actually sounds like a cool way to get him into this movie. Can he really be trusted? Will he do heroic things or just end up being a coward out to save himself? Maybe Loki's motivation for having a successful outcome to whatever mission they set out on is different than Thor's but both desire the same outcome.
I agree, in a comicbook movie universe, it's neat seeing the same villains pop up more than once (that's practically NEVER done), but to have them as the only antagonist in the series seems like an obvious mistake. I don't think we need to worry about it.
When does this come out? Next year or the following year? As excited as I have become for IM3 due to the trailer, this is still my most anticipated Marvel movie from phase 2

Exceptions, not the rule. Look at Spider-Man, Batman (both Burton's/Schumacher's and Nolan's), Blade, etc.
X-Men and Superman were still major, continuing film series. For the Batman series, Nolan's been more generous with his villains, letting Scarecrow and Joker live to see a possible sequel. Even Schumacher would kill off one and let the other live.
If you want to go by current examples, Marvel Studios continues to kill off its villains in the Iron Man series. It's always been half and half.
My original point wasn't whether or not villains were killed off. It was that all of the other comic book franchises often times avoided reoccuring villains. And the reason for that is apparent. This is not the same medium as a comic book. You get a movie every few years, not every month or so. Why focus on one villain when there's so many to portray on film? I get the idea of not wanting Loki to return as the focus. I agree with that. But the idea of him returning in any capacity makes this universe feel bigger than other movie series. I appreciated Nolan referring back to previous movies and having cameos from characters pop up again and again. I appreciated Joel Schumacher referencing Catwoman in BF to connect it to Burton's movies. I appreciated Willem Defoe in SM2 as Harry's reflection. All those things help make these movies feel more connected and not as isolated.
I did think of Scarecrow and Lex Luthor. I didn't think to consider Magneto. So with Loki, that's only four villains out of how many comic book franchise series?
