Might be licensure stipulated. Marvel legends did it too, and Hasbro does realistic interpretations of all the Clone Wars figs.

I would've preferred a realistic headsculpt, but as a huge Peggy fan I'll be picking this up. She's going to need her own separate shelf though. I also think the HYDRA Stomper is what will really set this figure apart for me. A separate "What If?" shelf for my collection will look awesome with Steve and that huge HYDRA Stomper anchoring it.

There is a rumor Haley Atwell will be appearing as Captain Carter in Doctor Strange: Multiverse of Madness. If so, sales on this figure may determine whether or not we get a non-animated version of her down the road.

I'm guessing there will be a run of unlicensed 1/6 Hayley Atwell head sculpts now to use with this body. That's the only thing that could possibly tempt me to get this - but only after I saw one on the figure.

Something about the face just screams uncanny valley to me, it’s all animated proportions etc but they’ve done realistic looking paint apps. She just looks creepy if you look at her face too long. Too much botox.

Eh, it's a bit off to me. Like it's not cartoony enough. They tried to meet in the middle of realism and animated, and it ends up looking like neither.

Good price. Don't really see Hot Toys figures below $250 nowadays. Probably worth getting if you want to slap a third party sculpt on it for a more realistic take.
