When a figure is released is often not within hot toys control. Especially before a movie. Marvel (or dc/WB ect) have to approve any release date or even a release of info/preview. Its why there's hardly nothing of the mk45.
They would need 12-18 months min lead time to get these made in time for a movie premier. Sometimes films are not even finished design wise or tweaks till months/weeks before the movie premier. In a best case there are minor changes to a previous design so they have a head start (BW and Cap and thor and mk43) so they can be released, theoretically, around movie premier. But a completly new design (ultron, HB, QS, Vision) it's just not really going to happen. Add to that some figures won't go up for preorder till either a pre-planned reveal or something leaks (like vision or the mk45 or any other iron man armor or cap suit ect we have not seen) that leaves way to little time to release for the movie.
And why would hot toys be that worried? This long in and they have only two or three out of hundreds of figures out before or right on the movie premier. They have figures released 2,3,10,25 years after a film.
Also, no way this release in time for this film. 28 days till it premiers in some markets. It takes 4-7 weeks after it releases in Hong Kong to get here. And no way this is up for preorder for under a month before it releases. It may go up for order, maybe. Nothing more.
