Break the cotton ball up into bits and push them into place with a q-tip... hope you have one of those...

Why bother taking it out when the cowls are so good. Only if you have 4 of these would I consider using the Wayne head

Balloons might be a bad idea though. What if the latex/rubber reacts with the rubber of the suit? You don't know what went into making either of them! They might react and melt with the suit and/or the plastic body. Plasticizers might kill him!

I don't know why you guys don't use black foam to pack out Batman. You know it won't react with the rubber (as he was packed in it) it's black (generally a good thing for Batman) its lint free, and you can cut it, round it, do basically whatever you want with it in 2 minutes. Cotton will settle after a while into a hard lump. Foam won't and has some bounce to it.
