There is even a woman who just mouths the F-word.

So what are the chances of Hot Toys releasing a Battle Damaged War-Machine? I ask because Im thinking about buying one off Ebay but I won't if they are gonna realease a new one in the future.

Simple. Buy it. Flip it if a BD WM turns up. The way HT are milking the IM line, I'd be very surprised if we don't see a BD version. But if you don't buy this version, and HT don't do a BD version, you'll be up for much moulah if you then decide you want it.
But won't that drop the value of the first one if they release a BD one?

The after market price may drop a little, but you'd be very unlucky if it dropped below what you could now pick this figure up for. BD WM won't be here within 6 months, and the after market price is only going up in that time. When/if they make an announcement, the price will still be good for you to sell IMO.

My advice.....
Get War Machine now.
If HT announces a War Machine BD, and you can't sell your WM for what you paid for it, then throw it against the wall and kick it around.
Throw some used motor oil on it and drive over it a few times with your car.
Now put it up on ebay, tell everyone it's a custom battle damage, and sell it for twice what you paid for it.

I just got my war machine and its broken from the waist. I just took him out of the tray and got only the upper part. didnt even had a chance to pose him 
the black plastic ring is broken it looks to fragile, it should have been done different. I was wondering if theres a way to fix it? guys help me please. i would really appreciate it.

That sucks, sorry to hear that. I'd send it back to the seller for a replacement, or a refund if the seller doesn't have a replacement on hand.

Thats what im trying to do, It looked like everything was going fine. the seller said he would talk to his supplier, but since then I havent heard from him. i have a bad feeling about this, so I was wondering is theres be a way to fix it. Ive been thinking what may be done but it looks really complicated.
Im getting tired of HT already, I love their figures but things like this cant keep happening. there werent any signs of small broken pieces in the box, so its obvious the person who placed the figure there already knew it was broken. The figure was brand new with seals, so....

If this is from a trusted seller I'd be patient as these things can take some time. If you're not inclined to wait then the seller should just be able to offer a refund and you can pick up another one from a different seller. I think you just got really unlucky, 'cause this is not a common problem with the WM. Good luck - it'll be worth it once you have a minty fresh WM, it's a good figure when it's not broken!
