So I noticed the little sign on the bottom of the Civil War Scarlet Witch saying pending licenser approval. Does that mean that it will take longer for her pre order to go up since Black Widow and Crossbones both didn't have that on theirs?

It's just a prototype just to generate hype, they'll most likely improve it down the line. They're already improving Black Panther since the promo pics: his silver highlights are becoming more lighter and it may even looks like they're using a different body.

Naw, it just means Marvel has yet to approve the look of the figure as it is now. So like Marvel can always be like the corset needs to be tighter or the jacket isn't long enough and once you change that and come back with the improved prototype, then you can sell it.

It's just Marvel needs to give the final go ahead.

Except in this case, being that it's simply rubber cleavage on a figure, the "sun" doesn't emit any UV rays. So you can look all you want, if that's what you want to do.
