Still unsure if this comes wit ha lightsaber blade or not, BBTS and Sideshow don't list one on their pages.
There is a picture from one of the behind the scenes trailers where is prop of naked human without limbs with breather. And also a art works of him on the board. It is highly possible that is a Vader so he is the one in bacta tank guarded by Royal Guards we can see in trailer.

The lightsaber blade is an unannounced "surprise" in the box. All HT RO Vaders come with it.

Which figure is that?
R1 Vader is not really ANH Vader, not matter how you put it.
If people want ANH Vader, then get/keep the ANH Vader (and upgrade it if want to). If people want R1 Vader, then get this new one. R1 Vader is not really ANH Vader, not matter how you put it.

If you want ANH Vader, get the ANH Vader figure and make the necessary mods. If you want R1 Vader, get R1 Vader and make the necessary mods (whatever they turn out to be barring how he looks in the film). R1 belt boxes look more suitable for the ANH Vader, but out of the box, ANH Vader looks more like ANH Vader than R1 Vader does. To me at least.
But see, that's just it. As I've stated before: out of the box, Rogue One Vader is actually already closer to an accurate ANH Vader than the actual ANH Vader figure is. It would actually take LESS work to mod R1 Vader into a really accurate ANH than it would to mod the ANH figure. I think some people don't see it because they're blinded by the shiny paintjob. But do a good job weathering him, repaint the (more accurately shaped) shoulder bells, get or make a new codpiece, replace the tunic with a non-pleated one and throw it over the armor, lower the dome if you really want to, and grab an ANH light saber hilt. Bam, super accurate ANH Vader.
The fact that you have to break apart the head to accurately paint the eye sockets black on the mask is reason enough for me to consider it too much work to mod the ANH figure. But you've also got things like the gloves, the straps on the shin guards, the terribly inaccurate chest armor paint, the wires in the capes, the lightsaber belt hook, moving the belt boxes (and possibly destroying the belt in the process), the baggier body suit, and the scrawny fingers that all need work/replacement of some sort.
In the end, to get a really accurate ANH Vader, R1 Vader needs less mods (and most of the mods require less skill) than the ANH Vader needs.
