Same here, typically Toys2 and SSC are equal in unit cost, it just comes down to ship time and shipping cost and with as much on my plate as I want to get this year, $10 saved on shipping with Sideshow is the smart route to go, even if I have to get this a few months later.
I think a Barbossa at TF is likely. I'm actually at a loss as to what we can expect from them at Toy Fair, they're unveiling a lot of new stuff right now, makes me quite curious if they've exhausted announcements for a bit or if they're saving the big guns for TF. Frankly, I think Davy Jones would be a better TF unveiling than Barbossa, but if they're on different production schedules then you'd need to get Davy up for sale first.
I'm expecting Davy in this weeks SSC Newsletter, there was a LOT of SSC's own product announcements last week so I'm sure they wanted to keep focus on their own made products and this week should be quieter so they can mix in some disti items.

Same... I'm loving the reward system at SSC... I just used it to get $20 off my Will Turner figure and 50% of the ANH Han Solo. That makes it worth it!

There's nothing about it being a PPO and I don't think it will be. Great news that Sideshow will be putting the pre-order up next week though!
