Then lets assume Azog is the listed 7ft. That's not much bigger than 6' 5". No chance he's 8-9 feet though sorry DF.
Uruks aren't typical orcs though because they're a cross between Goblins and Men. As far as Azog like I said stuff coming straight from Tolkien says he's a large Orc. I don't know for sure if he listed a size though. So there is room to play with and different drawings show him looking different. He's supposed to be kind of a freak even with what info is out there. So him looking different wasn't an issue for me.
One of those pictures I shared above I think sheds light on it. They are a different species of Goblins and they never venture above ground. There is going to be difference in the species as I said. Even with some of Tolkien's own words things are described differently. It's part of what makes the world great is the variation. These Goblins should be opposite of Azog as well since he's kind of like the Uruks. He's kind of perfect.
Obvious you don't. Thankfully Jackson kind of follows Tolkien in creating a world variation. He was and I would venture to guess you're correct on why we didn't see concept art.
