It is. People have mostly swapped them to give Bane doubled-jointed arms. It's very straight forward. I think it's even been done on the DX10 for the endo arm attachment.

It just looks like a bad picture/odd pose to me. Hot Toys pretty much always delivers a satisfactory end product so I'm honestly not very worried.
