I imagine there's probably a deleted scene where he's tapping Silverstone and says it. It was likely cut because neither actor was overacting enough and/or there were not enough fluorescent lights in the scene.

Hmm, looks like he has some serious hat-hair...
Either that or his PERS will be similar to DX01's in that you remove the back of the head to have access to the PERS knob. I think that's the case in that picture, ie., he's got part of his head/hair removed. But I'm mostly wrong.
