Actually, I'd want both a Shaw and a Hayden Spirit Anakin. Problem is, LucasRevisionismfilm won't allow the Shaw to be made.
Heck, they'll probably fix the Hayden one and actually put proper Anakin Jedi robes on him at some point anyway.
I'd rather see Hayden anyways and unless it was a duel head pack that would be the only way I'd get Shaw.
I can't recall how good or bad either of those where but being Hasbro.
To be fair, Hasbro's Jango and Dooku figures were pretty darn good, especially for $40 and $20, respectively.
Dooku was decent I did have that one of which I made a custom. I sold it though to a local guy. Cause I wasn't happy with my result.

Except for the same reason that LFL would never approve a Shaw headed figure, they wouldn't even approve a spare head of him.
Given that it wasn't altered in the movie, YET, the reveal head should at least be approved to be a portrait of Shaw, I might actually protest and not buy an SSC ROTJ Vader if the reveal face had to be based on Hayden, it's not the face that burned into my memory after 100s of viewings of ROTJ, when I take that mask off, I want to see the same face I saw all those times, Hasbro did it, SSC better be allowed to.

I have no doubt the ROTJ reveal will be a Shaw Portrait. That shouldn't even be an issue.
Oh, I think they would as a limited Sideshow-only Exclusive. They've allowed EU items and weapons originally created by Kenner as Exclusives before, why not this?

Well the Kenner and EU stuff is non-film, Shaw's head is film, but replaced. My guess is, if Mace Windu has to have "essence", ROTJ Anakin Skywalker has to be Hayden.

What does that make PITU
As it would be. The Shaw sculpt would just be included as a pack-in for a limited amount (1,000 - 2,000) of the figures. Honestly, as petty and ridiculous as LFL can be at times I really don't think they'd have much of a problem with that... because the regular edition would be just the Hayden head and even the Ex. version would ship that way.
