I really don't think people have to worry about variation in the color of hair between figures. I think it mostly just comes down to how you light it and futz it. I was able to take some new pics below (with a better camera) and you can clearly see that the hair on the face isn't nearly as dark as on the shoulders, for instance.
In any case, I was able to do a bit more futzing and made a couple other changes-- I painted the lips more of a brownish color (although I'm not sure it really reads here) and also lengthened the bandolier by adding a little extension in the back. It's obviously not screen accurate, but it's just a temporary fix until I can come up with something better.
