Isn't that the 1/4 scale version? I doubt they would have used real netting on the proto for the 6" figure.

Oh sorry, I didn't know that. Then I suppose the paint job will be worse on the actual product for sale..
Sample for trade shows..? Doesn't sound like a good reason to sculpt two different versions of the same figure.. One with more details, better paint job and bigger, just to release an inferior version..? In my eyes.. that's false advertising.
They sculpt it big, to get all the details, and shrink it down for mass production.

It's not only false advertising, because many here thought it looked awesome, which was misleading when it's not even going to look like that. But a waste of what could have been a great figure.

I agree with that. Paint is everything. It will make or break your product.
Not to say NECA hasn't had their hits recently. All my Evil Dead stuff was pretty perfect, as was my buddy's Clap Trap. But for some reason, their Predator, Terminator, and RoboCop lines have suffered IMO. I wanted a few, but ended up passing on each and every one of them. Meh.
I feel that pain. However this has long (or always) been the way with NECA. Their collectors know to expect a drop in quality on the final production figures. We hope for the best and thats all you can do.

Toy collecting is a hobby built on disappointment. You don't know how many products I looked forward too, only to find them turning out to be a piece of crap.
You just have to play the game.
It goes to show I think that some of NECAs sculptors are too good to be working at low-end.
Every toy company creates a prototype of each figure. Every prototype has higher quality detail and paint than the manufactured product. If you don't show the prototype to generate interest, what can you show? Nothing.
